introduction

　　According to the requirements of the Regulations of People’s Republic of China (PRC) Municipality on the Openness of Government Information (hereinafter referred to as the Regulations), the annual report of Beijing Municipal Science and Technology Commission (hereinafter referred to as Beijing Municipal Science and Technology Commission) on the work of government information disclosure in 2015 is compiled in accordance with the relevant work arrangements of Beijing Municipal Government and combined with the actual work.

　　According to the requirements of the Regulations, the Beijing Municipal Science and Technology Commission began to open government information on May 1, 2008. In accordance with the unified arrangements of the Beijing Municipal Government, the Beijing Municipal Science and Technology Commission has set up a government information disclosure office, which is responsible for organizing and implementing the government information disclosure work; Set up a government information disclosure acceptance office to undertake the daily specific work of government information disclosure. In 2015, the website of Beijing Municipal Science and Technology Commission continued to set up a column on government information disclosure and compiled the Guide of Beijing Municipal Science and Technology Commission on Government Information Disclosure, and actively disclosed government information. In 2015, the Beijing Municipal Science and Technology Commission took the initiative to disclose 878 pieces of government information, publicly accepted 3 pieces according to the application, and received 28 consultation visits.

Among them: 1 column of institutional functions, accounting for 0.11% of the total; There are 14 columns of regulatory documents, accounting for 1.59% of the total; There are 3 planning columns, accounting for 0.34% of the total; There are 18 columns of administrative duties, accounting for 2.05% of the total; There are 842 business dynamic columns, accounting for 95.91% of the total.

The working team of government information disclosure has organized special coordination meetings for many times to study the open acceptance of applications, actively seek guidance from the Beijing Municipal Government Information Disclosure Office, and do a good job in responding to administrative litigation in government information disclosure according to law.

　　The Beijing Municipal Science and Technology Commission focuses on the active disclosure of information in key areas such as innovation-driven development, administrative power list and annual financial funds; Actively respond to social hot issues such as new energy vehicles, and publish authoritative information in strict accordance with the principle of "reporting facts quickly, reporting reasons cautiously, reporting progress continuously, and being timely and accurate"; Increase the initiative to publicize and interpret the science and technology innovation policy to the society, and strive to release and interpret it simultaneously; Establish a government legal adviser system in the field of information disclosure and improve the level of rule of law.

　　In 2015, under the guidance of Beijing Municipal Government Information Disclosure Office, the professional ability of government information disclosure staff of Beijing Municipal Science and Technology Commission was significantly improved, and new breakthroughs and progress were made in government information disclosure. However, compared with the new requirements of the Beijing Municipal Government and the expectations of the masses, we also clearly realize that there are still some gaps and deficiencies in the government information disclosure work. First, the work of voluntary disclosure needs to be further strengthened; second, the work of publicizing government information according to application and promoting administration according to law needs to be further studied; third, the diversified sharing of government information disclosure channels needs to be further improved.

　　In 2016, the Beijing Municipal Science and Technology Commission will improve the level of government information disclosure from the following aspects in accordance with the requirements of the Beijing Municipal Government Information Disclosure Regulations. First, broaden the form of publicity and increase publicity. Apply for the function of government information disclosure for the newly-added web pages, actively explore specific countermeasures and management requirements, further deepen government information disclosure, focus on expanding information in the fields of science and technology system reform, science and technology innovation center construction, mass entrepreneurship and innovation, increase publicity, explore WeChat public services, and build a service-oriented government platform in an all-round way. The second is to promote information disclosure in key areas and enrich information content. The Beijing Municipal Science and Technology Commission will follow the general requirements of "openness is the principle, but non-disclosure is the exception", continue to promote information disclosure in key areas such as technological innovation leading high-end industrial development and benefiting the people through science and technology, strengthen policy interpretation, and supplement and improve the original catalogue of government information disclosure to ensure the integrity and accuracy of voluntary disclosure of government information. The third is to improve the working mechanism and increase implementation. We will continue to refine the work of government information disclosure, strengthen the sense of responsibility, and form a working mechanism of "grasping one level at a time, implementing it at all levels, and ensuring that all parts are available", reducing mistakes, avoiding vacancies, and carrying out work in a rigorous and orderly manner to ensure that government information disclosure works effectively in accordance with the established workflow.
