　　BEIJING, May 8 (Xinhua) According to the website of the Ministry of Agriculture and Rural Affairs, the Ministry of Agriculture and Rural Affairs and the National Rural Revitalization Bureau recently jointly issued the "Guidelines for Social Capital Investment in Agriculture and Rural Areas (2021)" (hereinafter referred to as the "Guidelines"). Among them, 13 key industries and fields to encourage social capital to invest in agriculture and rural areas have been identified, including modern breeding industry and rural enriching industry.

　　In terms of basic principles, the Guidelines put forward that farmers’ dominant position should be respected. Fully respect farmers’ wishes, give full play to farmers’ main role in rural revitalization, guide social capital to establish a close interest linkage mechanism with farmers, and continuously improve people’s sense of gain. Support social capital to expand business according to laws and regulations, pay attention to win-win cooperation, run more industries that farmers can’t do, can’t do well, and can’t do well, and leave more income in the countryside; Do more industries with long chain, high participation of farmers and wide benefits, and leave more jobs to farmers; Do more industries to consolidate and expand the achievements of tackling poverty and help and lead agriculture, so as to promote the synchronous development of rural areas and the synchronous progress of farmers.

Give full play to the decisive role of the market in resource allocation, better play the role of the government, guide social capital to inject modern production factors such as talents, technology and management into agriculture and rural areas, and accelerate the establishment of modern agricultural industrial systems, production systems and management systems. Adhere to the "streamline administration, delegate power, strengthen regulation and improve services" reform direction, establish and improve the supervision and risk prevention mechanism, create a fair competitive market environment, policy environment and rule of law environment, reduce institutional transaction costs, create good and stable market expectations, and attract social capital to enter key agricultural and rural areas.

Effectively tap the investment potential in rural services, broaden the channels of social capital investment, maintain the steady growth of agricultural and rural investment, foster new kinetic energy for economic development, and enhance the endogenous motivation for economic growth.

　　In terms of key industries and fields to encourage investment, the Guidelines clearly define the objectives and tasks of comprehensively promoting rural revitalization and accelerating agricultural and rural modernization, based on the current new situation and new requirements of agriculture and rural areas, focusing on the key areas and key links of agricultural supply-side structural reform and rural construction, and promoting the transformation and upgrading of agricultural and rural economies.

　　(1) Modern breeding industry. Support social capital to develop large-scale, standardized, branded and green breeding industry, promote variety cultivation, quality improvement, brand building and standardized production, and help improve the supply guarantee capacity of grain and important agricultural products. Consolidate the production of grain, cotton, oil, sugar and gum in the main producing areas, vigorously develop facility agriculture, extend the industrial chain, and increase the supply of green and high-quality products. Encourage social capital to vigorously develop silage corn, high-yield and high-quality alfalfa and other forage production, and develop herbivorous animal husbandry. Support social capital to speed up the construction of a modern breeding system, rationally arrange large-scale farms, stabilize the basic production capacity of pigs, increase investment in deep processing of pigs, accelerate the formation of an industrial layout that matches breeding and slaughter processing, and improve the long-term mechanism for the stable and orderly development of the pig industry; Actively develop cattle and sheep industry and increase the stock of basic female livestock; Steadily promote the development of poultry and other industries and increase the overall supply of meat market. Encourage social capital to build a high-quality milk source base, upgrade and transform small and medium-sized dairy farms, and make the national dairy industry bigger and stronger. Encourage social capital to develop green and healthy aquaculture of aquatic products, carry out intensive, industrialized circulating aquaculture, comprehensive planting and breeding of rice and fishery, large-scale ecological aquaculture, saline-alkali aquaculture and intelligent cage aquaculture in the deep sea, promote the construction of marine pastures and large-scale intelligent aquaculture fishing grounds in the deep sea, and increase investment in offshore fisheries.

Encourage social capital to invest in innovative seed enterprises, promote the deep integration of scientific and technological enterprises, support leading seed enterprises to improve the commercial breeding system, enhance the innovative ability of commercial breeding, and enhance the international competitiveness of China’s seed industry. Guide social capital to participate in the improvement of independent innovation ability of modern seed industry, strengthen the capacity building of germplasm resources preservation and utilization, breeding innovation, variety testing and demonstration, improved seed breeding, promote the integrated development of breeding, reproduction and promotion, and establish a modern seed industry system. On the basis of respecting science and strict supervision, encourage social capital to actively participate in the industrial application of biological breeding. Innovatively promote the model of "leading enterprises+superior bases", support social capital to participate in the construction of national southern breeding bases, promote the construction and upgrading of national seed production bases in Gansu and Sichuan, and accelerate the construction of large seed production counties and regional breeding bases. Encourage social capital to invest in the construction of livestock and poultry aquatic breeding farms (protected areas), national breeding farms, variety testing stations and livestock and poultry breeding stations to improve the development level of livestock and poultry aquatic seed industry.

Encourage social capital to develop characteristic agricultural and rural resources, actively participate in the construction of modern agricultural industrial parks, strong agricultural towns, advantageous characteristic industrial clusters, develop advantageous areas of characteristic agricultural products, and develop green agricultural products, organic agricultural products and geographical indication agricultural products. Develop "one village, one product", "one town, one specialty" and "one county, one industry", build standardized production bases, intensive processing bases, warehousing and logistics bases, improve the scientific and technological support system, production service system, brand and marketing system and quality control system, and establish a construction and operation mechanism with close interests. Develop rural handicrafts with ethnic, cultural and regional characteristics according to local conditions, and develop a number of family factories, manual workshops and rural workshops. Encourage social capital to participate in the development of agricultural products processing industry in major grain producing areas and advantageous areas of characteristic agricultural products, promote the coordinated development of primary processing, intensive processing and comprehensive utilization and processing of by-products, improve the level of mechanization and standardization of the industry, and help build a number of intensive processing bases for agricultural products and strong processing counties. Coordinate the construction of agricultural products producing areas, distribution centers and wholesale markets, and encourage social capital to participate in the construction of national agricultural products producing areas professional markets and farmland markets. Encourage social capital joint family Farm and farmers’ cooperatives to jointly develop the cold chain logistics system for agricultural products storage and preservation, build a number of facilities and equipment such as storage and preservation, graded packaging and cold chain distribution, and build small cold chain storage and preservation facilities in Tiantou, encourage qualified places to build low-temperature direct distribution centers of producing areas, improve the efficiency and quality of cold chain logistics services, build agricultural products logistics nodes, and develop new circulation formats such as agricultural supermarkets, agricultural cooperatives, agricultural enterprises and agricultural schools.

Encourage social capital to develop leisure agriculture, rural tourism, catering and lodging, creative agriculture, farming experience, health care base and other industries, fully tap the advantages of various resources such as agriculture and rural ecology and culture, and create a number of rural leisure tourism destinations with complete facilities, diverse functions and standardized services. Guide social capital to develop cultural industries with rural characteristics, promote the integration of agriculture, business, literature and tourism, tap and utilize agricultural cultural heritage resources, build agricultural theme museums and village history museums, and inherit agricultural handicrafts, folk arts and folk festivals. Support social capital to develop agricultural production custody services, provide social services such as market information, agricultural technology extension, agricultural materials supply, unified prevention and control, subsoiling and land preparation, and agricultural product marketing, build a number of agricultural science and technology service enterprises and service-oriented farmers’ cooperatives, and promote the introduction of advanced and applicable varieties, inputs, technologies and equipment into small farmers. Encourage social capital to transform traditional small businesses, small stores, small markets and other commercial outlets to meet the needs of rural residents’ consumption upgrading, actively develop life service industries such as wholesale and retail, old-age care, culture and education, environmental sanitation, develop online and offline service outlets, promote convenient, refined and quality development, and provide convenient and thoughtful services for rural residents.

　　(6) Ecological circular agriculture. Encourage social capital to actively participate in agricultural and rural emission reduction and carbon sequestration. Support social capital to participate in the pilot project of green planting and recycling agriculture, the resource utilization of livestock manure, the comprehensive utilization of straw, the recycling of agricultural film pesticide packaging, the harmless treatment of sick and dead livestock and poultry, the recycling and reuse of abandoned fishing nets, and increase investment in the collection, storage and transportation and treatment system. Encourage social capital to invest in rural renewable energy development and utilization, increase investment in rural energy comprehensive construction, popularize rural renewable energy utilization technology, and explore new modes of straw bale direct combustion and briquette fuel heating, and biogas bio-natural gas supply and heating. Support social capital to participate in the ecological protection of the Yangtze River and Yellow River basins, the protection of black land in Northeast China, the control of agricultural non-point source pollution, and the remediation of cultivated land polluted by heavy metals.

Encourage social capital to establish innovative agricultural science and technology enterprises, participate in tackling key agricultural core technologies, and carry out R&D and innovation, achievement transformation and technical services in the fields of biological seed industry, high-end intelligence and agricultural machinery, fishery equipment, green inputs, environmental protection fishing gear and fishing boats with new materials such as glass fiber reinforced plastic in hilly areas. Encourage social capital to take the lead in the construction of scientific and technological innovation platform bases such as the State Key Laboratory of Agriculture, participate in the construction of agricultural scientific and technological innovation alliance and national modern agricultural industrial scientific and technological innovation center, promote the deep integration of Industry-University-Research, and build a scientific and enterprise integration and innovation consortium. Support social capital to participate in the cultivation of agricultural production and management talents, rural secondary and tertiary industry development talents, rural public service talents, rural governance talents, agricultural and rural scientific and technological talents, rural infrastructure construction and management talents. Encourage social capital to build training bases based on raw material bases and industrial parks, and build rural talent incubation bases based on the advantages of information, technology, brand and capital. Encourage social capital to provide incentives, technical support and management services for outstanding agricultural and rural talents, and promote agricultural and rural talents to stand out.

　　(9) Construction of agricultural and rural infrastructure. Support social capital to participate in high-standard farmland construction, farmland water conservancy construction, rural resource roads, industrial roads, tourist roads and main roads in villages, mechanized transformation of farmland in hilly and mountainous areas, standardized transformation of large-scale water supply projects and small-scale projects, and the construction of rural gas storage stations and micro-pipe network gas supply systems, promote the overall construction of regionalization, promote the comprehensive supporting of roads and electricity in Tian Shuilin, and simultaneously develop efficient water-saving irrigation. Encourage participation in the construction of fishing ports and sheltered anchorage.

　　(10) Construction of smart agriculture. Encourage social capital to participate in the construction of smart agriculture, promote the application of agricultural remote sensing, Internet of Things, 5G, artificial intelligence, blockchain, etc., promote the deep integration of new generation information technology with agricultural production and management, quality and safety control, and improve the level of agricultural production intelligence and management network. Encourage participation in the construction of big data in agriculture and rural areas, the basic data resource system and the construction of big data centers in the whole industrial chain of important agricultural products. Provide information services for new agricultural business entities and small farmers. Encourage participation in the construction of information infrastructure in rural areas and improve the informatization level of rural governance and social and cultural services. Encourage participation in the construction of "internet plus" agricultural products leaving the village and entering the city, promote the online sales of high-quality characteristic agricultural products, and promote the docking of agricultural products production and marketing.

Encourage social capital to invest in the construction of platform carriers, such as returning home and entering the countryside pioneer park, rural entrepreneurial innovation park and incubation training base, strengthen the construction of infrastructure and service system of various platform carriers, promote cooperation in Industry-University-Research, and stimulate the vitality of rural entrepreneurial innovation. Encourage social capital to cooperate with ordinary universities, vocational colleges and high-quality education and training institutions to carry out entrepreneurial ability, industrial technology and management training for rural entrepreneurial innovation leaders, and build a collaborative innovation base for Industry-University-Research.

　　(twelve) rural human settlements improvement. Support social capital to participate in the five-year action of rural human settlements improvement. Encourage social capital to participate in the construction and operation of rural toilet revolution, rural domestic waste treatment, rural domestic sewage treatment and other projects, improve the collection, transportation and disposal system of rural domestic waste, and build a number of comprehensive disposal and utilization facilities for organic waste. Encourage social capital to participate in village cleaning and greening actions. Promote the improvement of rural human settlements and the development of rural leisure tourism.

Encourage social capital to participate in overseas agricultural investment cooperation, build state-invested production and processing, warehousing and logistics projects such as grain, cotton, oil, sugar, rubber, livestock and fishery in the "Belt and Road", and build overseas agricultural cooperation parks, which will form a useful supplement to domestic agricultural production; Participate in the export of agricultural services, integrate relevant agricultural production factors, provide problem-oriented integrated solutions, and drive the production capacity of agricultural materials, agricultural machinery, agricultural products processing and other fields to go out; Participate in the construction of high-quality agricultural international trade development bases and agricultural opening-up cooperation pilot zones, innovate agricultural economic and trade cooperation models, connect relevant rules and standards, cultivate export agricultural products brands, build international marketing promotion networks, and cultivate new advantages in agricultural international competition.

　　The "Guidelines" mentioned that the cooperation model between government and social capital should be innovated. Encourage credit and insurance institutions to increase the innovation of financial products and services, cooperate with the financial support for the implementation of major agricultural and rural projects, and increase the exploration of investment and financing modes such as investment and loan linkage and integration of investment, loan and insurance. Actively explore public welfare projects with stable income in the agricultural and rural areas, and promote the implementation path and mechanism of the government and social capital cooperation (PPP) model, so that social capital investment can be expected, rewarded and sustained, and the government and social capital cooperation can be promoted in an orderly and compliant manner. Encourage agricultural and rural departments at all levels to systematically sort out agricultural investment projects in the region in accordance with the requirements of documents related to government and social capital cooperation in the agricultural field, screen and cultivate rural revitalization projects suitable for PPP mode, and give priority to supporting agricultural and rural infrastructure construction and other public welfare projects with certain benefits. Encourage social capital to explore ways such as asset securitization and equity transfer to revitalize the existing assets of the project and enrich the channels for capital to enter and exit.

　　The "Guidelines" require that agricultural and rural departments at all levels should take guiding social capital to invest in agriculture and rural areas as an important task, strengthen communication with departments such as finance, development and reform, finance and natural resources, promote information sharing, and coordinate relevant departments to base themselves on their functions and cooperate closely to form a joint force. It is necessary to establish a standardized cooperation mechanism, guide social capital to actively participate in relevant planning and project sorting, strictly follow the spatial control of "three districts and three lines" in rural planning, accurately grasp the investment direction, actively explore specific ways, improve the landing efficiency of various projects, and give full play to the joint efforts of government, market and social capital. Strengthen the management of foreign investment and promote foreign investment in agriculture and rural areas in accordance with the relevant provisions and requirements of the Foreign Investment Law.
