Liu Changfa： ＂Pulling out the Poor Roots＂ for the People with Sincere Feelings

CCTV News:In Boshan District, Zibo City, Shandong Province, Jiao Yulu’s hometown, Liu Changfa’s name has been widely praised recently. As the "first secretary" in the village for four years, he has sincerely served the people and has led two poor villages to the road of becoming rich.

Liu Changfa used to be the chief of the rural section of the Political Research Office of Zibo Municipal Committee. From 2012 to 2015, he was stationed in Xiaofeng Village, Chishang Town, Boshan District as the "first secretary". When they first arrived in Shangxiaofeng Village, the villagers had expectations and concerns. They were afraid that he would be a migratory locust in a gust of wind, and they would leave after plating gold. But soon, the villagers dispelled their concerns.

"The migratory locust not only flew away as soon as it landed, but also contained a kind of trouble." Liu Changfa believes that only by living around the masses can he live in the hearts of the masses, and he really regards ShangXiaofeng Village as his second home. In less than a month, I visited 189 households in the village. Liu Changfa can tell the names of children from the village to the elderly, how old they are and what the family situation is. Slowly, the villagers trust him more and more, and they like to talk to him if they have anything to do.

After three years of living in the village, Liu Changfa treated the villagers with true feelings, and in return, the villagers were more loved than their relatives. The villagers knew that living in the village was single and the conditions were poor, and they were worried that Liu Changfa was too busy to eat, so they would consciously put their own vegetables and eggs in front of the dormitory where Liu Changfa lived, and all these were recorded in this book, and they always found the right time to return them to the villagers in a euphemistic way.

Accurate poverty alleviation: engaging in industry and uprooting the poor.

Due to the poor economic conditions in Shangxiaofeng Village, all the able-bodied people in the village choose to go out to work. The permanent population is old, weak and sick, and it is rare for people to come to the door at ordinary times. Considering this, Liu Changfa will go door to door every ten days and a half to chat and talk with the villagers. In these daily chats, he found out the crux of the village’s backwardness: relying on "blood transfusion" can’t cure the root of poverty, and learning "hematopoiesis" can completely uproot the root of poverty.

Want to understand the direction, Liu Changfa began a new round of visits. He went door-to-door to talk with the villagers about development, learned about each household’s family situation, income, children’s situation and the villagers’ ideas and demands, and returned to the dormitory at night to sort out and summarize them one by one. After three years in the village, Liu Changfa wrote a 330,000-word work log. These records and ideas helped him win 14 projects for the village with a capital of 2.03 million yuan. Today, the village has built six dams, built tourist roads, drilled deep wells, transformed the village power grid and hardened the roads in the village.

Improving infrastructure construction is only the first step, and then, Liu Changfa found the key to lead villagers to a well-off society: developing industries to help the poor. Liu Changfa decided to build a mountain spring water processing factory in Shangxiaofeng village, which has mountain spring resources. This not only solved the employment of villagers, but also the village collective had a fixed income of 50,000 yuan per year for the first time. At the same time, make use of the ecological advantages of village resources and the advantages of relying on Lushan Mountain to develop rural tourism projects. They used the special fund of 1 million yuan from the central government to help the poor and absorbed villagers and other social capital to set up tourism companies and start farmhouse music. The villagers in the village are all shareholders, and the employment problem can be solved at the doorstep, and dividends can be realized at the end of the year. "One million poverty alleviation funds will be spread evenly to each poor household, which will be a little more than 4,000. If this money is directly divided, it is estimated that it will be spent in less than one year." Liu Changfa said that the model of setting up a company by letting poor households invest in shares is to enable poor households to maintain long-term income and truly turn "blood transfusion" into "hematopoiesis".

Today’s ShangXiaofeng Village is a rare place for leisure and health preservation and rural tourism in Zibo. There are mountain spring water processing plants, chestnut mushroom breeding bases and eco-agricultural sightseeing parks, and 33 "farmhouses" have been set up. This well-known poor and backward village has become a provincial ecological civilization village and a provincial-level tourism characteristic village with a collective annual income exceeding 100,000 yuan.

Helping the poor move the true feelings and hold up the people’s dream of getting rich.

According to the regulations of Zibo, the "First Secretary" can be rotated once a year. In April 2014, I heard that Liu Changfa was going to be rotated away, and the villagers were reluctant. Everyone asked an old teacher in the village to write a letter of retention. Because of the limited stationery space, party member and the villagers’ representatives pressed 43 bright red handprints on behalf of all the villagers.

In April 2015, because the longest time limit for staying in the village has arrived, Liu Changfa left here despite the reluctance of the villagers in ShangXiaofeng Village. Back in Zibo, he was promoted to deputy director of Zibo Poverty Alleviation Office. However, he didn’t live a stable life in the office at the age of 50, but volunteered to shoulder the burden of poverty alleviation in Xishajing Village, Shima Town, Boshan District again.

Although he came to Xishajing Village for a short time, Liu Changfa has made a development plan for poverty alleviation in the village.

Xishajing Village relies on the development of Wuyang Lake National Eco-tourism Resort, the construction of Wuyang Lake Ecological Wetland, potted osmanthus planting, ancient villages and other traditional cultural characteristics, and strives to develop "farmhouse" rural tourism. Efforts should be made to develop eco-sightseeing agriculture, namely, to build a 100-mu white lotus root planting base and a 300-mu high-quality fruit base.

Liu Changfa said: "These projects may be in my position as ‘ The first secretary ’ During the period, the results were very small, but I hope that in the long run, this will give a good explanation to the villagers in the village. Even if I leave later, the villagers will earn money because of these projects and their lives will improve, then I will feel very happy. "

One household, one book, is the core force to get rid of poverty

A good "first secretary" knows best how to use the resources and advantages within his jurisdiction and cooperate with advanced management and operation concepts to help his place get rid of the "hat" of poverty and become the core force to take the lead in getting rid of poverty.

In the process of leading villagers out of poverty, Liu Changfa and Zibo Poverty Alleviation Office jointly designed a red cover Record Book of Inspection and Assessment of the First Secretary and party member Cadres, including the Commitment Letter of party member Cadres Pairing to Help Poverty Alleviation and the Notice of Poor Households Identification. Now, the "record book" is kept in the home of every poor household in this city, and it is used to randomly check each first secretary and relevant party member cadres in the assessment and assistance work.
