  Eight, the main problems and improvement measures of government information disclosure.

  In 2015, under the guidance of Beijing Municipal Government Information Disclosure Office, the professional ability of government information disclosure staff of Beijing Municipal Science and Technology Commission was significantly improved, and new breakthroughs and progress were made in government information disclosure. However, compared with the new requirements of the Beijing Municipal Government and the expectations of the masses, we also clearly realize that there are still some gaps and deficiencies in the government information disclosure work. First, the work of voluntary disclosure needs to be further strengthened; second, the work of publicizing government information according to application and promoting administration according to law needs to be further studied; third, the diversified sharing of government information disclosure channels needs to be further improved.

  In 2016, the Beijing Municipal Science and Technology Commission will improve the level of government information disclosure from the following aspects in accordance with the requirements of the Beijing Municipal Government Information Disclosure Regulations. First, broaden the form of publicity and increase publicity. Apply for the function of government information disclosure for the newly-added web pages, actively explore specific countermeasures and management requirements, further deepen government information disclosure, focus on expanding information in the fields of science and technology system reform, science and technology innovation center construction, mass entrepreneurship and innovation, increase publicity, explore WeChat public services, and build a service-oriented government platform in an all-round way. The Beijing Municipal Science and Technology Commission will follow the general requirements of "openness is the principle, but non-disclosure is the exception", continue to promote information disclosure in key areas such as technological innovation leading high-end industrial development and benefiting the people through science and technology, strengthen policy interpretation, and supplement and improve the original catalogue of government information disclosure to ensure the integrity and accuracy of voluntary disclosure of government information. The third is to improve the working mechanism and increase implementation. We will continue to refine the work of government information disclosure, strengthen the sense of responsibility, and form a working mechanism of "grasping one level at a time, implementing it at all levels, and ensuring that all parts are available", reducing mistakes, avoiding vacancies, and carrying out work in a rigorous and orderly manner to ensure that government information disclosure works effectively in accordance with the established workflow.
