Li Bin, deputy director of the National Health and Wellness Committee, said that the health and wellness system has carried out the health poverty alleviation project in depth, fully guaranteed the basic medical care for the rural poor, and helped nearly 10 million families who returned to poverty due to illness to successfully get rid of poverty, making an important contribution to winning the battle against poverty.

The first is to completely eliminate the "blank spots" of rural medical and health institutions and personnel. Clarify the target standard of ensuring basic medical care, and solve the problem of lack of institutions and doctors at the grassroots level in some areas through the methods of "county governing rural use", "township hiring village use" and patrolling and stationing, and basically realize the rural people’s fair access to basic medical and health services.

Second, the service capacity of county hospitals in poverty-stricken areas has been improved by leaps and bounds. Taking strengthening the capacity building of county hospitals as the main direction, 1,007 urban tertiary hospitals will be organized to help 1,172 county-level hospitals in 832 poverty-stricken counties, so that there will be at least one public hospital in each poverty-stricken county and at least one secondary and above hospital in 98% poverty-stricken counties. The gap between urban and rural medical service capacity is narrowing.

The third is due to the precise policy of people due to illness. Organize and mobilize more than 800,000 grassroots medical staff across the country, comprehensively find out the illness situation of poor people, establish a national dynamic management system for health and poverty alleviation, implement classified treatment for poor patients, and promote the implementation of measures from person to person and accurate to disease. By the end of 2020, more than 20 million people had been treated.

Fourth, the prevention and control of key diseases in key areas has achieved historic results. Adhere to prevention first, carry out key actions to prevent and control major infectious diseases and endemic diseases, and effectively control major diseases such as AIDS, echinococcosis and endemic diseases that have long affected people’s health.
